Google fined $32 million by South Korea, here’s everything you need to know

South Korea’s Fair Trade Commission fined Google 42.1 billion won (around $32 million) for using its dominant position to edge out local competitors.

South Korea’s Fair Trade Commission has imposed a fine of approximately $32 million (42.1 billion won) on Google for allegedly exploiting its dominant market position in the mobile app industry to eliminate a local rival.

According to reports, the South Korean regulator has accused Google of obstructing the progress of One Store, its local platform competitor.

Between June 2016 and April 2018, Korean video game companies were allegedly coerced by Google to exclusively launch their new games on the Play Store, with One Store being off-limits. As per the agency’s claims, this arrangement was made in exchange for the developers receiving valuable in-app exposure and other forms of assistance from Google, all geared towards enabling them to grow their global footprint.

According to the watchdog agency, the Korean gaming industry is dominated by Google Play and One Store, which account for more than 90% of domestic sales. Google’s market share in the South Korean mobile Android app market increased from roughly 80% to 85% in 2016 to approximately 90% to 95% in 2018, while One Store’s share dropped from 15% to 20% in 2016 to about 5% to 10% in 2018 based on KFTC’s data.

Noting the detrimental effect of Google’s actions, the agency stated that NCSoft, Netmarble, and Nexon, along with small and medium-sized development companies, had borne the brunt of the impact.

According to a representative from Google, the tech giant strongly disagrees with the KFTC’s findings and remains committed to supporting developers. Once Google receives the final written decision, they plan to conduct a thorough review to determine the best course of action moving forward.

In an effort to maintain an even playing field in the app market and prevent the exploitation of a dominant position, the Korean antitrust watchdog has ruled to levy a fine on Google.

In 2021, Google was slapped with fines worth $212.44 million by South Korea’s antitrust regulator for exploiting its monopoly in the mobile app and operating system sectors. Of the total, $174.5 million was levied for their coercive practice of pre-installing Google’s search engine and other apps on device manufacturers. The rest, $37.94 million, was for suppressing app developers’ ability to provide their payment systems.
