The Ministry of Minority Affairs (MoMA) has officially introduced the Biometric Authentication Process for various students all over the country for the AY 2022-23 MOMA Scholarship Scheme. 

NSP Scholarship Biometric Authentication uses biometric data for authentication and is getting a lot of attention. The technology uses unique physical and behavioral traits such as fingerprints, facial recognition, and voice patterns to verify scholarship applicants. As a result, scholarships are distributed accurately, securely, and without fraud.

The following text message was sent to all students who applied for NSP Scholarship 2022-23:

“Dear applicant, your are requested to get your bio-metric authentication done for your Scholarship 2022-23. Please update your or your parents/ guardian (in case of minor), Aadhar on NSP by 20.08.2023, if not already done”

We’re telling these students to do the NSP Scholarship Biometric Authentication before 20.08.2023 at CSC centers in front of HoI/INO.

Required Documents for NSP Scholarship Biometric Authentication

When visiting the CSC Center for biometric authentication, remember to carry your NSP Account Details:

Procedure for NSP Scholarship Biometric Authentication of Applicants

1. CSC Conducts Authentication Camps: Common Service Centre (CSC) VLEs organize camps in educational institutions for biometric authentication of re-validated applicants.
2. Applicants Report to CSC VLE: Applicants visit CSC VLEs with Aadhaar numbers and NSP user IDs for biometric authentication.
3. Validation by CSC VLE: CSC VLEs validate information through the NSP biometric authentication utility.
4. Matching Data with NSP Database: If provided information matches the NSP database, details are returned to NSP-BA utility for applicant confirmation. CSC VLEs capture a live photograph of applicants.
5. Biometric Authentication: CSC VLEs perform biometric authentication upon successful validation.
6. Data Storage and Portal Update: Successful biometric authentication data is stored in the CSC database, updating the NSP portal with authentication results.

NSP Scholarship Applicants Re-validation Procedure by INOs/DNOs

• Biometrically authenticated applications are accessible in INO logins for re-validation.
• Re-validation is possible for INOs only if HoI and INO bio-authentication is successful.
• Students receive SMS notifications regarding re-validation, with the application being reverted to INOs.
• Applications not re-validated by INO escalate to SNO’s/DNO’s login for re-validation.
• During L1 or L2 officer re-validation, applications are marked as Accepted or Rejected.

Mandatory NSP Scholarship Biometric Authentication for All Users

1. Who Performs Biometric Authentication: The Biometric Authentication Process is mandatory for all users, including State Nodal Officers (SNOs), District Nodal Officers (DNOs), Head of Institutes/Schools (HoIs), Institute Nodal Officers (INOs), and applicants.

Updating Profile Details and Contact Information

1. Updating Profile Details: If you wish to update your profile details, you should contact the Ministry of Minority Affairs (MoMA) if you are an SNO, DNO, or HoI. For other users, such as INOs and applicants, only Aadhaar updates are permitted on the National Scholarship Portal (NSP).

Procedure for Changing and Updating Profiles

1. Changing Profiles: Different users have distinct procedures for changing their profiles:

• SNO Profile: Changes can be made after informing MoMA.
• DNO Profile: Changes require SNO approval, contingent on the completion of biometric authentication.
• HoI and INO Profiles: Changes necessitate DNO approval, followed by biometric authentication.

No Charges for Biometric Authentication

1. Cost of Biometric Authentication: The Biometric Authentication process is entirely free. All related charges are borne by the Ministry, ensuring a hassle-free experience for users.

Academic Year and Authentication Locations

1. Academic Year for Authentication: The Biometric Authentication is exclusively applicable for the Academic Year 2022-23.
2. Authentication Locations: Users can complete their Biometric Authentication at their respective District Headquarters or designated CSC Camps within their Institutes.

Where to Update Aadhaar for NSP Biometric Authentication

Students must complete the NSP biometric authentication process by visiting the designated CSC centers before the deadline of August 20, 2023. 

The authentication will take place at the respective Institute Camps organized by CSC, under the supervision of HoI / INO. Common Service Centers (CSC) have been authorized to conduct biometric authentication. Failure to complete the biometric authentication will result in the application being marked as ‘Rejected.’

1. Appropriate Login ID: Use the Login ID associated with the MoMA Scheme for Biometric Authentication.
2. Changing User Details: Once Biometric Authentication is completed, user details cannot be altered for the Academic Year 2022-23.
3. Failed Fingerprint Match: If fingerprint authentication fails, applicants can opt for IRIS Biometric Authentication and should verify their biometric settings on the UIDAI website.
4. Linking Mobile Number with Aadhaar: Check the linking status by visiting the UIDAI website, logging in with your Aadhaar number and OTP.
5. Proxy Authentication Not Allowed: Biometric Authentication must be conducted in person at the CSC camp by the respective user, ensuring secure verification.
6. Impact of Failed Authentication: Failure to complete Biometric Authentication leads to INOs being unable to revalidate applications, resulting in the application being marked as ‘Rejected.’
7. Important Dates: The last dates for uploading Aadhaar details and completing Biometric Authentication vary for different roles.

NSP Scholarship Miscellaneous Questions

1. Mismatch in NSP and Aadhaar Details: Follow UIDAI guidelines to update names in Aadhaar if there is a discrepancy.
2. Authentication Timings: While normal working hours are 9:30 AM to 5 PM, DNOs and HoIs should adjust timings based on local conditions.
3. Scholarship Payment: Scholarship amounts will be credited to the Aadhaar-seeded bank accounts of applicants or their parent/legal guardian through Aadhaar Payment Bridge System (APBS).
4. Correction for Mismatched Aadhaar Details: If Aadhaar details do not match with the person performing Biometric Authentication, a fresh SNO/DNO/HoI/INO will be appointed after following the proper procedure.
5. Procedure for Same SNO/DNO or HoI/INO: In case SNO/DNO or HoI/INO roles overlap, the Biometric Authentication process needs to be performed twice, both as SNO and DNO or as HoI and INO.
6. Biometric Authentication for INOs/DNOs: The procedure for Biometric Authentication for INOs and DNOs involves validation by CSC VLE and subsequent revalidation steps.
7. Applicants’ Re-validation: Successful Biometric Authenticated applications are eligible for re-validation by INOs/DNOs, with escalations as necessary.
8. Authentication of Minor Applicants: Minor applicants must provide the Aadhaar of a parent/legal guardian along with their consent, ensuring consistent names.
