কৃষকবন্ধু প্রকল্প পুনরায় চালু করা হয়েছে

পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় 2018 সালে কৃষকদের আর্থিক সহায়তা প্রদানের জন্য WB কৃষকবন্ধু প্রকল্প চালু করেছেন৷ মুখ্যমন্ত্রী এখন এই প্রকল্পটি পুনরায় চালু করার সিদ্ধান্ত নিয়েছেন৷ 17ই জুন 2021-এ ঘোষণা করা হয়েছিল যে এই প্রকল্পের অধীনে আর্থিক সহায়তা দ্বিগুণ করা হবে। আগে এক একর বা তার বেশি জমির জন্য কৃষকরা বার্ষিক ৫০০০ টাকা পেতেন। এখন কৃষকরা বার্ষিক 10000 টাকা পাবেন এর সুবিধা দ্বিগুণ করে। WB কৃষক বন্ধু প্রকল্পের সুবিধা দ্বিগুণ করা তৃণমূল কংগ্রেসের নির্বাচনী ইশতেহারের একটি অংশ ছিল। এই প্রকল্পের মাধ্যমে প্রায় 68 লক্ষ কৃষক উপকৃত হবেন।

ক্ষুদ্র ও প্রান্তিক কৃষকদের আর্থিক সহায়তা দ্বিগুণ করা

WB কৃষকবন্ধু প্রকল্পের আওতায় ক্ষুদ্র ও প্রান্তিক কৃষকদের আর্থিক সহায়তাও দ্বিগুণ করা হবে। যে সমস্ত কৃষকদের 1 একরের নীচে চাষযোগ্য জমি রয়েছে তারা প্রো-রাটা ভিত্তিতে 2,000 টাকার পরিবর্তে বার্ষিক 4000 টাকা পাবেন। কৃষকবন্ধু প্রকল্প 2018 সালে কার্যকর হয়েছিল এবং 2021 সালের ফেব্রুয়ারি পর্যন্ত এই প্রকল্পটি বাস্তবায়নের জন্য 1500 কোটি টাকা ব্যয় করা হয়েছে। তা ছাড়া যদি কোনও কৃষকের বয়স 60 বছরের মধ্যে মারা যায় তবে এই প্রকল্পের অধীনে কৃষককে 200000 টাকা মৃত্যু সুবিধা দেওয়া হবে।

ABOUT KRISHAK BANDHU

In January,2019 the Department of Agriculture, Govt. of West Bengal introduced the “Krishak Bandhu” Scheme with an aim to provide financial assistance to all Farmers of West Bengal for agricultural purposes and to provide social security to the farm families in the event of the untimely death of the farmers. Recently the scheme has been recast and renamed as “Krishak Bandhu (Natun)”. The new scheme was launched by the Hon’ble Chief Minister of West Bengal on 17th June 2021.

Direct Benefits:

The direct benefit under the scheme includes financial assistance for cultivation purposes to a maximum of Rs. 10,000 /- per annum and a minimum of 4,000/- per annum receivable in two equal installments during the Kharif and Rabi seasons every year. Farmers with 1 acre or more of cultivable land are entitled to the assistance of Rs.10,000/- per annum. Farmers with cultivable landholding of less than 1 acre will get assistance on a pro-rata basis subject to minimum assistance of Rs. 4,000/-.

Under the “Krishak Bandhu Death Benefit” component of the scheme, in case of death of a farmer between the age of 18 to 60 years, the State Government provides a one-time lump sum grant of Rs. 2 lakh to the family of the deceased to ensure social security to the bereaved family.

Other Benefits:

Farmers registered in the “Krishak Bandhu” scheme get preference in the State Government’s paddy procurement scheme implemented by the Food & Supplies Department. The State Government is planning to extend benefits of other farmer-centric government schemes to the Krishak Bandhu registered farmers.

For registration and other information about the scheme, the farmers may contact the office of the Assistant Director of Agriculture of his/her block.

কৃষকবন্ধু প্রকল্প বাস্তবায়নের মাধ্যমে , পশ্চিমবঙ্গ অঞ্চলের কৃষকরা যখনই বা যেখানেই তাদের প্রয়োজন হবে নিশ্চিত আয় এবং মৃত্যু সুবিধার মতো কিছু সুবিধা পাবেন। প্রকল্পটি বাস্তবায়নের মাধ্যমে, কৃষকরা অনেক সুবিধা পাবেন যা মূলত পশ্চিমবঙ্গ রাজ্যের মুখ্যমন্ত্রীর প্রতিশ্রুতি অনুযায়ী আর্থিক সুবিধা হবে। এই প্রকল্পটি ভারতের দারিদ্র্যপীড়িত সকল কৃষকদের আর্থিক সহায়তার ক্ষেত্রে সবচেয়ে বড় সম্পদ হিসেবে প্রমাণিত হবে।

WB কৃষকবন্ধু প্রকল্পের উদ্দেশ্য

WB কৃষকবন্ধু প্রকল্পের মূল উদ্দেশ্য হল পশ্চিমবঙ্গ রাজ্যের কৃষকদের আর্থিক সহায়তা প্রদান করা । আর্থিক সহায়তার সাথে প্রকল্পের অধীনে, 2 লাখ টাকার একটি জীবন বীমা কভারও সুবিধাভোগীদের দেওয়া হবে। সরকার কর্তৃক প্রদত্ত আর্থিক প্রণোদনার সাহায্যে, কৃষকদের পরিবারগুলি এমনভাবে স্বাবলম্বী হবে যে তাদের প্রয়োজনে অন্যের উপর নির্ভর করতে হবে না। WB কৃষকবন্ধু প্রকল্পের সাহায্যে কৃষকদের আর্থিক অবস্থারও উন্নতি হবে।

Components of WB Krishak Bandhu Scheme 2022 – Assured Income & Death Benefit

There are 2 components under West Bengal Krishak Bandhu Scheme which have been described below:-

Assured Income – The state govt. has introduced an assured financial assistance to all farmers and farm household families under a single benefit scheme. It is a single digitized card based identity to all farmers of West Bengal. Direct benefit of this scheme includes 2 further components:-
- Farmers with 1 or more acre landholding are entitled to get Rs. 5000 p.a for both Rabi & Kharif Seasons. 1st installment will be provided in the month of June and 2nd installment will be provided in the month of November.
- Also farmers would be given minimum assistance of Rs. 2000 per annum on pro-rata basis.
Death Benefit – Under this death benefit scheme, the families of the farmers would be facilitated with a lumpsum amount of Rs. 2 lakh including suicide. All the farmers whose age is in between 18 to 60 years can avail new insurance policy benefits. The death benefit scheme is effective from 1st January 2019.

কৃষকবন্ধু প্রকল্পের সুবিধা

পশ্চিমবঙ্গ রাজ্যের মুখ্যমন্ত্রী এমএস মমতা বন্দ্যোপাধ্যায় ঘোষিত কৃষকবন্ধু প্রকল্পের অনেক সুবিধা রয়েছে । নিচে কিছু সুবিধা দেওয়া হল:-

স্কিম অনুযায়ী প্রতিটি সুবিধাভোগীকে 200000 টাকার একটি জীবন কভার বীমা দেওয়া হবে।
এই প্রকল্প বাস্তবায়নের প্রক্রিয়ায় দুর্ঘটনাক্রমে মারা যাওয়া সমস্ত কৃষকদের বীমা কভার দেওয়া হবে।
5000 টাকার ফসল কভার বীমা সুবিধাভোগীদের দুটি কিস্তিতে দেওয়া হবে।
এই প্রকল্প বাস্তবায়নের জন্য 3 হাজার কোটি টাকার বাজেট নির্ধারণ করা হয়েছে।
ক্ষতিগ্রস্থ ব্যক্তির মৃত্যুর 15 দিনের মধ্যে বীমা কভার প্রদান করা হবে।
শস্য বীমার জন্য প্রিমিয়ামও রাজ্য সরকার এই প্রকল্পের অধীনে সমস্ত সুবিধাভোগীদের প্রদান করবে।
দুই কিস্তিতে একর প্রতি 5,000 টাকা সুবিধাভোগীদের প্রদান করা হয় , একটি খরিফে এবং অন্যটি রবি মৌসুমে।

স্কিমের উপাদান

2020 সালের জন্য পশ্চিমবঙ্গ কৃষকবন্ধু প্রকল্পের দুটি উপাদান নীচে উল্লেখ করা হয়েছে:-

নিশ্চিত আয়- নিশ্চিত আয়ের অধীনে, সমস্ত কৃষক এবং সুবিধাভোগীদের আর্থিক সহায়তা প্রদান করা হবে যা প্রকল্পে নির্বাচিত হবে। এই স্কিমটিতে আরও দুটি বিকল্প রয়েছে যা নীচে দেওয়া হয়েছে: –
- এক বা ততোধিক একর জমি আছে এমন কৃষকরা রুপি পাওয়ার অধিকারী। রবি ও খরিফ উভয় ঋতুর জন্য 5000 পয়সা।
  - ১ম কিস্তি জুন মাসে প্রদান করা হবে
  - নভেম্বর মাসে ২য় কিস্তি প্রদান করা হবে।
- এছাড়াও, কৃষকদের ন্যূনতম রুপি সহায়তা দেওয়া হবে। অনুপাত ভিত্তিতে প্রতি বছর 2000।
মৃত্যু সুবিধা- মৃত্যু বেনিফিট স্কিমের অধীনে, কৃষকদের পরিবারকে রুপি প্রদান করা হবে। আত্মহত্যাসহ ২ লাখ টাকা। সমস্ত কৃষক যাদের বয়স 18 থেকে 60 বছরের মধ্যে তারা নতুন বীমা পলিসি সুবিধা পেতে পারেন।

Standard Operating Procedure for “KrishakBandhu” Scheme of the Agriculture Department

Scheme objective:

To support farmers financially during pre-production stage by providing production input purchase
assistance
To give income protection to farm-families in case of farmer’s untimely demise.
Scheme components:
There are two components of the scheme:
a) “Krishak Bandhu” (Assured Income) scheme and
b) “Krishak Bandhu”( Death Benefit) scheme.
Scheme benefits:
a) In Krishak Bandhu (Assured Income) scheme every farmer having ROR and recorded Bhagchasi (Sharecropper) will be eligible to get financial support of Rs. 5000/- per year for one acre or more of cultivable land
owned. Farmers having less than one acre of land will be eligible for assistance on pro rata basis subject to a
minimum of Rs. 2000/- per farmer per year. The financial support under the Scheme is payable in two equal
installments, first during Kharif and second during Rabi season in each year.
b) In Krishak Bandhu (Death Benefit) scheme, in the event of death of a farmer /recorded Bhagchasi (Share cropper) in the age group of 18 – 60 years, the legal heirs of the deceased will be eligible for one time grant of
Rs. 2,00,000/-(Rupees Two Lakh) only. The legal heir will be determined by the BDO as per the set procedure.
Standard Operating Procedure (SOP) for Krishak Bandhu (Assured Income) Scheme :
Eligibility Criteria: All farmers having cultivable land with RoR, Patta or Forest Patta and recorded [in RoR]
Bhagchasi (Share-cropper), are eligible for getting assistance under this scheme.
Process flow forregistration at GP Level Camps:
The farmer is to fill up and submit application form in the GP where he has maximum land holding.
The farmer has to submit photocopies of the following documents at the time of application and also
produce the original for verification:
 Latest RoR of Cultivable Land/ RoR recorded with Barga / Patta Record/ Forest Patta
 Valid Voter ID card (mandatory)
 ADHAR Card (optional)
 Bank pass book 1st page/ Cancelled Cheque
 One passport size recent photograph (original).
 Valid mobile phone number.
The Farmer whose application is accepted at the camp will be verified online using Krishak Bandhu (KB)
App (depending on availability of internet connectivity) and the applicant will be issued an
Acknowledgement Slip on the spot.
Process flow of approval of the application:
In case digitization of physical applications is not possible at the Duare Sarkar camp, the same will be
digitized at the office of the Assistant Director of Agriculture (ADA) of the Block using the KB App and
an Acknowledgement ID will be automatically generated for every applicant in the KB Portal.
The ADA will verify the application details and land details.
After checking, if the details are found to be correct, the ADA will approve the case and thereby the
enrolment will get completed. If the details are incorrect, he will reject the application and file it. The
applicant will get a system generated sms stating the reason for rejection.
Approved and Rejected farmer database will be saved in the KB Portal.
Payment of Assitance:
The List of all enrolled farmers as on the cut-off-date for the particular season (Kharif or Rabi) is
downloaded from the KB Portal by Webel and provided to the West Bengal State Co-operative Bank
Ltd. (WBSCBL) for DBT of assistance.
The WBSCBLwill verify the Bank Account details of the farmers and transfer the assistance to the Bank
Accounts of the beneficiaries through online DBT method.
The invalid Bank Account details, if any, are sent back to the ADA for correction.

Eligibility criteria: In the event of the death of any farmer or a recorded Bhagchasi (Share Cropper) in the age
group of 18 – 60 years, the legal heir of the deceased will be eligible to get a one-time grant of Rs. 2,00,000/- (Rupees two lakhs only).

i) Photocopy of the Identity of the deceased farmer/recorded Bhagchasi (Voter Id/Aadhar card/Pan
card/Passport).
ii) Photocopy of the death certificate of the deceased farmer/recorded Bhagchasi,
iii) Eligible Claimant(s) certificate(s) from the B.D.O.
iv) ROR of the deceased farmer/recorded Bhagchasi
v) Self-declaration of the claimant(s) in a specified format (available at the camp). In the case of juvenile
claimant(s) his/her legal guardian’s declaration will also be required on the self-declaration form.

Process flow of approval of the application:

i) The ADA of the block will scrutinize the application to satisfy himself about its genuineness and
completeness. If found in order, the ADA will forward the application with all documents to the Assistant, Director of Agriculture(Admn.) of the Subdivision.
ii) The ADA(Admn.) will sanction the application after necessary checks and send the case to the Director of
Agriculture & EoS through Deputy Director of Agriculture(Admn.) of that district for payment of the grant.
iii) The DAWB & EoS will issue instructions to the West Bengal State Co-operative Bank Ltd. (WBSCBL) to
disburse the grant.
iv) The WBSCBL will transfer the approved amount of the grant to the respective claimants in their respective
bank accounts through DBT.

Who is eligible to get the benefit of the Krishak Bandhu (AI) Scheme?

Any farmer having ROR in his name or recorded [in the RoR] Bhagchasi (share-cropper).

Which documents are required for the application of the Krishak Bandhu (AI) Scheme?

Voter ID, RoR, Bank passbook 1st page/ Cancelled Cheque (Originals for verifications] & one photocopy) and recent passport size photograph.

Will Farmers get any acknowledgment after submission of the Application?

Yes, they will get the Acknowledgement Slip

How much is the Extent of Assistance?

Maximum of Rs. 5000/- and a minimum of Rs. 2000/- per year (paid in two installments of 50% of the approved assistance).

What will be the Mode of Payment?

Through DBT in the Bank A/c of the Beneficiary.

Will the Farmers get assistance in filling up the Application Form?

Yes, Bengali (vernacular) Forms will be available at the camp which can be filled up with the help
of the Govt. designated persons.

Where can the applicants get the prescribed application form for Krishak Bandhu (DB) Scheme?

Claimant(s) can collect the same from the Duare Sarkar camp or may download it from the website www.matirkatha.gov.in or www.matirkatha.net

Who will issue the legal claimant(s) certificate(s)?

BDO of the Block.

If there is more than one claimant, will each claimant get Rs. 2,00,000/-?

No, The total grant amount will be Rs.2,00,000/- (Rupees two lakh only) per family and will be divided
among the claimants as per “Eligible Claimant certificate” issued by the BDO
